Unfortunately, you cannot take that 10% and selectively breed it so that its offspring is increasingly capable, as ~100 years after the 10% rule was determined, it is still <=10%...and maybe 1% of niggers overall approach parity with an average White man (only on IQ). The only reason to control niggers is to lead them back to the boats that will return them to black Africa.
