Yeah, they kinda are clueless.

One thing I learned in my years is that even shipshape private business is clueless. All organizations are truly clueless. It's just how much money they have to throw at trying to defeat "cluelessness." It has a massively Diminishing Law of Return.

We've entered ultra beaurocracy. It's all powerful, but can't really accomplish anything because it fights itself at every turn. I hope what we're seeing with all this craziness is it killing itself.

That's not really cluelessness. They're teaching the soldiers exactly what they want to teach the soldiers. They're lying, not mistaken.
