It was worse than that. Not only could he not follow through, his collectivisation policies actually made farmers less efficient than they had been when left to their own devices. And he was busily exporting rice to east germany in exchange for high tech manufactured goods. That's right, middle of a famine he caused and he has the balls to increase exports.
