They do that in extreme level. I don't think it's right as well. The best approach is to teach young boys to control themselves, and girls to not be provocative in front of boys. If they are being provocative, then they shouldn't complain when men stare at them.

That's like saying "just teach niggers not to steal," or "just teach mudslimes not to rape." Teaching doesn't work. Thot shaming and other forms of punishment do work, as a general rule.
Shaming women is also bad, because it discourages them from having their freedom. What the society requires is the mindset that if you show your body to certain level, then other people can stare at you. If you don't want people to stare at you, then don't be provocative. It's like if you behave like a thot, then expect to be treated like that. However, nowadays women can whore themselves out all they want, but if a man stares at them, then he is labelled as a perverted. It's so wrong.
