Hmmm, it's an interesting challenge. Setup in as close to a White area as possible, nearest as you can to the police station. Maybe even pay the mayor a stipend to allow you to station a police car or two in the parking lot. Have armed security with strict in/out checking procedures. A floor plan that prevents grab-n-runs. Camera's on *everything*. High-theft items (liquor, black makeup, etc) behind a counter or in a secured area. Higher Whites only, with security/police/vet experience if possible, or those willing to learn it if not. Of course the prices would be insane to cover all this.
