You can sit inside a pizza hut and see the great pyramids.

Cut down on all social services, welfare and food stamps and you won't have to worry so much about that. Make a law that says no social services until a person has been living in the state for at least five years and has contributed some work on a regular basis.

That way if moochers come they just have to turn around and go home to survive. This is actually why California metropolitan areas have so many homeless drug addicts. It was all those insurance funded rehab programs that brought in drug addicts, made a business out of rehabilitation until the insurance money ran out and the centers kicked the losers to the curb. Then the social services starts feeding them with ebt cards and all sorts of other goodies. Various local city governments have tried putting cash in their pockets and sending them home but the social justice warriors screamed out in anguish as they saw potential tax dollars not being squandered. See, all these state agencies realized that homeless people are good for something. They get huge grants from state and local governments, skim the hell out of it and house a few dopers for a short time. Rinse and repeat. Homelessness is a great money maker. Of course, it only works as long as the homeless stay homeless and unemployable.

If they really wanted to solve homelessness they would take a multi pronged approach. First, close down all rehab centers or at least pass laws that they can't expel the participants just because the money ran out. Deny welfare benefits to out of state people for at least one year.

Force homeless people into a work program or zero benefits. Retrain people who aren't actually drugged out and useless. Set up the tent towns away from city centers and provide free tents, security, strict no drugs rules, job training and placement or at very least work programs where these losers have to go in to the city and pick up trash, sweep, remove graffiti and basically be useful or they get nothing.

For the criminals, some more tent cities outside city limits on vacant land. Chain link fencing topped with barbed wire and take them out on chain gangs like the old times. Give them tools to knock down weeds and pick up trash along roadways. I'd love to see a chain gang of people with orange suits and trash bags on the side of the road.
