Wahahaaa, News reporter reads from a pre-written script (from the person who wrote the item for reporting and then the studio news editor who approved it) imputed into a tele-prompter of a building collapse that at that particular moment had not even occurred, nor in the general course of things should it had been expected to collapse from a 'simple office fire' ....

Looks like it was smoking at the time (at least from that angle), the simpler explanation is they jumped the gun on the collapse, this being the BBC I imagine most of them can't even identify wtc 7.
Someone already mentioned pre-written scripts being a thing for deaths, sometimes they get published by accident with the placeholder dates. The building was smoking for a while so a script was written for its potential collapse, big deal.
If that's all you got I'm gonna say "no" on the conspiracy angle. Not ruling out advance knowledge in general, but I don't see the media needing/having such info.
