Im from California, lived in Snow Country for 20 years. In fact, from just north of Sacramento and the east side from Mojave to the northern border all get snow. Where I lived we got as much as 35 feet a winter (weathernationtv.com). Not all of CA is snow smart, but close to Oregon is. My bet is this is a native.
