Perhaps that is the problem, as Norm is a Canadian? Though I find Bill Shatner's comedic roles to be funny, so I suspect that is not it.
Doing some searching, I see that Norm seems to be commonly called anti-funny or an un-comic. That's pretty apt IMO. Perhaps you just understand this "so funny it's not funny" style?

Yes, but not in the same way as Norm.
That might explain how you resonate with Norm's comedy and I just don't get it. Though I also don't find most all of SNL to be funny (I like some of their bits/skits, but watching the Donald Trump hosted episode was incredibly painful...) so maybe it is not him but SNL that is causing my hangup; I keep going back to how his role on The Orville was kinda amusing.
I'm glad that Norm seems like he is honest with his right-wing truth telling.
