Because they're the ones directly responsible for enabling this behavior and actively working to create more chaos. True empathy involves actually giving a shit enough to make sure negative impacts are minimized, not just unleashing hoards of wild animals onto your neighbors because you feel really bad that they're kept in cages and you want your friends to think you're cool. That's psychopathy (lack of empathy), not empathy.
