You know what's funny - I've actually seen that happen at my last job. Like the director explicitly said, in effect, "We aren't hiring scientists anymore. We want cookbook chemists." They fired all of the best method development people (the lab used to literally be a world leader in analytical chemistry method development - like just 5 years ago) and have hired people "just smart enough to run the machines and do the paperwork." Fuckin embarrassing - I got out as soon as I could when he came in.
