What alcohol really seems to do is inhibit your ability for higher level reasoning and you just sort of go with the first idea that pops into your head. Like a sober guy might think, "dang this lady is pretty I should bang her... no wait I'm married and have kids and that would destroy my life and theirs. I'll just tip my hat to her and be on my way." but a drunk guy would not have the capacity to think things through so well. That's why there's the idea that drunk people are more honest. It's much more difficult for them to creatively invent lies. Whatever it is that's responsible for that bit of slightly higher level reasoning is severely impacted.
With that in mind, it seems like this would be saying that people tend to be more reflexively racist and homophobic, but when sober their education and weighing of consequences and social implications kicks in and gets them in line.
That is definitely not the case... I can get so drunk that I may pass out but not once have I had any issue with bad decision making or doing stupid shit when shit faced.
Alcohol is a very strong chemical and it fucks up the body. Don't do it but if you do just make sure you don't do something stupid.
I absolutely will not accept someone being drunk as any level of excuse for anything. Even to wash away your own tears. I do it but it doesn't mean it's okay.
