Came here to say the same thing. You would need to isolate the prongs so that you got flow through flesh, but even then it would likely do nothing more than a little jolt and flip the breaker. That being said, when I was a lad in school back in the stone age, one of the class idiots was fucking around and stuck a pair of tweezers in a desk outlet in science class and managed to burn his finger and thumb quite good before the breaker kicked off. Those fuckers were red hot instantly. This was before the days of GFCI and such, of course.

Ring must be split in half and both part isolated from one another (like a dielectric). That way you can be sure the current flow will go through both the finger and the body.

It would still be 60 volts until the breaker went. The hot and neutral wire resistance dominates to make a voltage divider.

Doesn't trip instantaneously. Not all outlets are GFI protected either so it would depend on the outlet. A non GFI protected outlet isn't going to trip nearly as fast as a GFI. It likely wouldn't kill anyone, but you wouldn't forget it either.
