If it's China - there is an abundance of shitty materials and corner cutting.
My thoughts exactly. Apparently, any public works project that doesn't leave enough 'extra' for people lining their pockets will have corners cut to make the 'extra'.
The biggest symptom was the whole 'garbage concrete', where they were literally using bagged household garbage as filler to keep concrete costs down and leave that 'extra'.
