Half the reason for low participation has to be that the show is announced at the end of the year and nobody can remember those posts and comments that are deserving of honorable mention. Besides that, categories need to be defined ahead of time. Letting the nominations determine the categories results in a lot of uncontested entries. And a really long show not even most of the participants will make it through.
