I read it as they are using the riots to justify establishment of a police state with no civil rights. They are giving the "government" the excuse that "we are no longer in charge of the police" while the police are still doing the bidding of their masters. The white people of France will give up their Civil Rights with the nebulous promise of the police dealing with the "pests". I can't help but think this is the WEF plan all along.
