Apparently GSEs like Fannie Mae have adjusted their fee structure. To see this you have to compare exhibit 3 in the with page 2 of the currently . I couldn't find a better source for the 2022 table.
There is no point in the fee matrix at which someone with bad credit pays less than someone with good credit. However, for a given credit rating putting less money down seems to lower the fee at certain points which makes almost no sense.
