No, I'm getting at pure profits. Even if only 3% of the population take a new shot, that's still a lot of money if you're charging the insurance company several hundred for it. It's a nice profit stream with plausible deniability attached.

The 3% are probably going to be desperate enough to find an avenue for it no matter the cost.
