They still have up to appx. two percent of their original capacity. ESR is through the roof! The higher the better, everybody knows that.
You don't have capacitors that have a high resistance. You instead have resistors that have an unusually high capacitance. Best to put those into a power supply for great long life and performance. What could go wrong?
