Try hooking it up to a known good battery and plugging it in.
The new "smart" chargers won't turn on if the battery it's hooked up to is shot/damaged.

Old stereo trick for receivers that did the same ( short circuit detected and safety shut down) , open it, find the main transistors (attached to heat sink usually), carefully unscrew, bend away slightly, clean old thermal paste away, replace thermal paste. It gets conductive as years go, may also find a local electronic repair guy on Facebook that will fix it for $30…
$30 fix would be worth it. Worth a look. Thank you.
