I see the problem.
Of course it's not going to work, it's black.
(I'm sorry, I hope I didn't get any sarcasm on your shoes.)

I don't know anything about that particular model, but I do know that some of the newer so-called "smart chargers" won't turn on unless they're connected, and more importantly, can detect at least some charge from the battery in question. The older ones didn't have this issue, but you had to watch them closer to make sure you didn't over charge a battery. I would hook it up to a known good battery, then plug it in and see what it does. If the battery is good, and the charger still doesn't turn on, then either the charger is bad, or possibly some corrosion somewhere is preventing the circuit from being completed.
Thank you. I’ll be trying that later.
Did it work without being hooked to a battery before? Maybe you had it hooked up when you charged that battery before you turned it on.
I have several chargers, a couple of them won't work properly unless connected to a battery.
Try hooking it to a battery. Then powering it up. It isn't going to put out enough in a few minutes of monitoring it as a test, to hurt anything.
That said, I wouldn't use a battery connected to a vehicle right now. Some of those electronics can be susceptible to small voltage spikes.
Thank you. As I recall (have owned it for many years), the led display kind of does a welcome then goes dark. That’s when first plugging it in I mean (no battery connected because there are menu options you can set before putting a battery on it then presing start.
I’ll plug it in then put a battery on it (detached from vehicle) to see if that makes a difference since I haven’t tried that yet).
I appreciate ya!

The new "smart" chargers won't turn on if the battery it's hooked up to is shot/damaged.
Gonna try it! Thanks brother.
Old stereo trick for receivers that did the same ( short circuit detected and safety shut down) , open it, find the main transistors (attached to heat sink usually), carefully unscrew, bend away slightly, clean old thermal paste away, replace thermal paste. It gets conductive as years go, may also find a local electronic repair guy on Facebook that will fix it for $30…
$30 fix would be worth it. Worth a look. Thank you.
Could be a lot of reasons. Microcontroller went bad, capacitors leaked on the board, it's detecting an internal fault....
Unless you can open it and see something immediate, and/or have access to a schematic, it's probably not worth the time to fix. That's just after the time of the capacitor plague, so there may be something with that. Cracked solder joint(s) or bad caps would be my first guess.
Does it need to be connected to start?
Does not. The led displays a welcome and startup info like 0% (because no battery is connected to it).
Unless you know some local electronic shop that can diagnose/Do PCB repairs, you will probably be looking at a new one.
Bummer. I got this on a killer clearance at Sears like 13 years ago when a store near me was shutting down. I believe I only paid $35 for it.
Take it to Autozone. They charge batteries for free and might be able to tell you since they have chargers in the back that are commercial heavy duty and lighter duty like yours. They might have come across that issue with their own or a customer's.
That’s a good idea! Hopefully I can find a White person there.
The one I went to the Arab guy behind the counter was knowledgeable and actually helpful. The black guys were not as confidence inspiring to put it diplomatically.
You don't have to be diplomatic here, is ok to say nigger or jew and how fucking dense the niggers are, kikes just lying and being devious.
Are you plugging it into that power bar with other things plugged into it? If so, try plugging it directly into an outlet with nothing else. Also, try a different outlet other than the one it was plugged into previously via the power bar.
Plugged it into all kinds of outlets.
Corroded contacts?
Well, the startup info would always come on when first plugged in. Bla bla bla 0% scrolling across the display.
It's a bad ground. Lol, it's always a bad ground.
The plug is two-pronged. I’ve tried it in different outlets even at different houses.
After sitting for a long time it will display startup info when plugged in then will turn off.
Comments have me thinking capacitors.
Have you tried opening it up to see what's the story inside? Is power cable all good?
Power cable looks fine. Not work or torn.
Last resort will be opening it up.
