I think it is a relative mass thing. It is why the moon is gravitationaly locked to the earth but the earth is locked to the sun. If the moon had a greater mass it would not exist as it is currently observed. We exist at a point in time where the system is relatively stable. A dead insect doesn't fly. It is drawn to the center of the earths mass when it no longer has the energy to move.

It is why the energy requirements of fighting gravity differ depending on mass. You can't lift a rocket on insect wings. If you put an insect on a rocket it would have an imperceptible effect on the energy required to lift the rocket. You also need less energy to lift a rocket the further it is from the Earth.
