Fear and guilt are only enemies of people. The only thing we want more than freedom is safety security and survival. I think it comes from the false idea that God will punish them. In Christian beliefs, for example, you are born a sinner and born guilty because the Bible imagines God is angry and spiteful and vengeful. Of course thats a fallacy. God loves unconditionally.
