I read that Italians would do this to their dogs every year when they went on summer vacation (2–3 months). They couldn’t take their pets with them so they abandoned them on the side of the road.
There are the same people who were known to shit in the bathroom sink on European trains.
I think the rest of Europe put a stop to the sink shitting, but I don’t know about the pet abandonment.
