"Mandates aren't laws" - is this actually true, and what is the legality of their enforcement? It depends on whether they are within the scope of the office issuing them, and whether they adhere to or violate the constitution.
More importantly, it depends on if it accurately represents the will of the people. A highly diverse, i.e. divided nation will invariably struggle with the imposition of mandates where a significant portion of the population disagrees. What are the legal recourses for dissidents? "There is no political solution." A dissident population must first solidify itself, forming it's own networks of trade and communication where possible, and grow it's numbers. Fecundity begets adaptation.

They totally miss the point and don't understand how our laws work.

The federal government has ZERO authority over "We the People". Outside the penal code, the state government has ZERO authority over private citizens. And outside permits, the city government has ZERO authority over residents of the city.

It goes, 1. God, 2. The People, 3. The government.

We created government for the sole purpose of securing our rights. There is no authority within government to tell us, the people, what to do.

Mandates are for commercial entities that are regulated under law by government. They do not apply to individuals that cannot be regulated under law.
