Um why are all the reports in a circle along an invisible edge? Seems like animals closest to the spill should be most effected.

Because geopolitically speaking, everyone is tied to a centre, which is usually the nearest town. I suspect each of these places are county council seats. So every town pin point not only covers the town, but the outskirts within its influence.
