That guy is definitely a designer and not an engineer. Only a designer would come up with something so flawed and impractical and think it's a revolutionary advancement. There are so many issues with this crappy design including not being able to lock the cables in place, not having enough height to overlap more than one cable. taking up so much space but providing little utilization of said space and not actually doing shit to organize the cables at all. We already have all manager of cable management products and systems created by engineers that are practical, effective and efficient. This is just some "creative" designer being inspired by someone else's work and still failing to improve upon it at all. But that's typical for designers...
