Their tool kit only consists of violent suppression of working people and the poor, on behalf of the rich.
Police are there to prevent violent niggers from completely destroying urban areas filled with people who aren't violent. Violent people don't work so conflating working people with criminals is a lie. Poor people aren't necessarily violent but saying poor people is a rhetorical device.
