Pretty much. Swoop in when its CHEAP then buy up as much as possible.. they don't want to sell for re-development because they WANT the area to keep going to shit so they can buy even more of the local area/land then when things start to turn around they can make massive profits on selling it then. They are willing to hold onto it for decades.
