I think this is more... Admitting that the "pornography industry" is overwhelmed with cp to the point that "consuming porn" (as a mass of people inevitably will) is not equivalent to making cp/porn. In a sense this feels to me like a reasonable first step in addressing the issue.

Recently "Sound Investigations" on x/twit showed insider awareness that the videos uploaded to their site cannot be truly confirmed. "How are you going to compare an ID to a person's body/dick/vag?" The secretly recorded admitted that faceless video uploaded to their site could indeed be non consensual in origin (and yet the site legally non liable, as "they did everything they could," according to current laws)

Obviously, in no way am I in support of viewing or creating cp. However the general reaction to this news seems a tad skewed towards "they're desensitizing/decriminalizing people to watching cp!!" I think that that view might be shallow in the grander scheme of things.

A better question to ask would be: has India been known for its consumption or production of cp? Are there off grid children being born/bred there for "media" consumption? How common is cp "consumption" in various states/countries?

It's a double edged blade so to speak, because at once this generally invalidates a certain level of blackmail (that being installing/placing cp on a compromised computer) and yet seemingly "decriminalizes" its consumption for heavy users.

I am skeptical as well about the law's application, but I can see another side to this. Consider that Intel agencies likely have dominated the world with this kind of black mail, and that this may be a sleuthy method for bypassing that overcontrol

Edit to say: I'm all for the x of pedophiles, for they either know or unknowingly deform local soul's progress in this domain, and for that they should be x'd. However from a tactical, "white hat" governmental perspective, this particular law may be readying for a greater unveiling as opposed to grander tyranny. One can only hope eh, ?

There's an easy solution to that. Don't allow those sites to host pornography. It's like a liquor license. If your business can't be bothered to card people for whatever reason, you don't get to sell alcohol. Porn should work the same way, you don't have the manpower to verify everything, you can't host porn.

Hate to break it to you but there are no white hats in any modern government. At best there are maybe some grey hats like Trump, Putin or Viktor Orbán. Just consider the reaction to them and you'll realize that if white hats ran your government, the rest of the world would be at war with you.
