I have a different take on it.

1) Shepherd: "Tyrannical leader, release your enslaved populace and stop Fucking Around."

2) Tyrannical leader: "No, get back to work peons!"

3) Shepherd: "Yo enslaved populace, make a nice meal and slather some blood on your doorframes."

4) Enslaved populace: "Um...why?"

5) Shepherd: "Trust me." ;)

6) Tyrannical leader: FINDS OUT

7) Government establishment: REEEEeeee

8) Shepherd: "Let us commemorate the day our tyrannical leaders FAFO".

Can you imagine how hysterical it would be if some random farm hand marched up to globohomo leaders and repeated that stunt today?
