I think some European states (Belgium comes to mind) have this program that you need to put in your DL so it can log into your computer, some kind of CAC card imitation device essentially. I wouldnt be surprised if these programs spy on everything you do, and tie it back to you

You are probably thinking about Estonia. They are trying to implement similar systems (pervasive id) in other countries as well. Here is a video from a demonstration against this scheme which they try to implement in Greece:
