It's designed for 3rd world applications. The well heads are "Sealed" but this is added to the well cap to make it so the cap does not need to be removed to check the water level and adjust the pump as needed.

Oh so they can’t shit in the well. They will not shit in a toilet but you open a well up the entire village would shit in it.
