I think it does work and the outcomes were measured in a way that's too limited. Consider how many "jobs" are filled that really produce nothing of value, and how many people go to work and just create problems for the non-retarded workers. UBI has these worthless retards staying at home watching TV. Is it fair that the few competent motivated people should have to feed these lazy worthless fucks? Hell no. But they are paying themselves right now through taxation and have legions of worthless do-nothing heading up these welfare programs and NGOs. A flat UBI should be implemented as a stop-gap measure before income tax and property tax are eliminated, whereupon these useless parasites will starve to death or become household servants of the productive members of society. Also, the purpose of life isn't simply to work until you die, and it annoys me that outcomes are measured in whether participants were working more or less.
