I am a firm believer that if someone falsely accuses you of something (yes, even the government) that once proved that it is false that they themselves are given the punishment that you would have been given.

In this case, the woman should be in Jail but since she is also a "refugee" if she has some sort of citizen status it should be stripped and she should be deported immediately and banned from the US and its territories for life. The groups that continued to go after him should be forcefully disbanded and their assets liquidated and given to the accused.

[Edit] I misread this one. Apparently the GUY is the refugee, however, I would still say the same if the case was reversed.
