So, prosecute them, force them to remove the boulders and fine them based on their net worth its more than just a pointless slap on the wrist. You don't get to block access to public spaces just because you are rich and don't like people. You also don't own the public street and as much as you don't like it.. You cannot stop people from parking on it.
