Just disband the whole school district and use the school designated tax money to give parents vouchers.

The threat of eliminating entire bureaucracies is the only consequence strong enough to make a bureaucracy care.

As for the administrators who tried to cover this up give them the maximum penalty allowed by law.

Also send the two rapists back to whatever shit hole country their ancestors crawled out of.
