Kevin Dahlgren, who has been a vocal critic of the city's homelessness policies, faces 19 charges relating to identity theft and abuse of his position with the city of Gresham, a suburb of Portland. The 53-year-old has been accused of stealing five people's identities and the investigation centers around his use of a city procurement card, Oregon Live reports."
