I think to begin with a lot of them were dumb to the scam, but some started connecting dots while others remained dumb. Those that connected dots and spoke out were dismissed, disbarred, defrocked, ... and those who connected dots become too scared to speak out because losing their comfy jobs wasn't worth the risk - they are the scammers, the rest are just morons.
