There wouldn't have been many lockdown states or cities if they hadn't been promoted at the federal level anyway, but he let Fauci and the CDC get away with them anyway.
Trump had no control over this beyond ignoring them when making his own decisions (see recent Megyn Kelly - Trump interview). He did fire Birx and intended to fire Fauci at the beginning of his 2nd term. The CDC (not a federal agency) issued "guidance" that the govs, mayors and corporations used as a refernce to support their totalitarian response. (((They))) were the self proclaimed covid experts. "Trust the Science!"

Now add in the other stimulus and protection programs like PPP and the bailout money and the cost of the (((vaxx))) and testing and all that healthcare and pharma money for killing people. It added up to multiple trillion dollars. That all ran under the Trump term.
The CARES ACT was a product of the House and Senate legislation. It saved many Americans jobs and livlihood during the first year of the pandemic. I doubt any president would have vetoed it at that time, a veto would be political suicide during that frenzy of fear and misinformation, would leave millions of Americans financially vulnerable during the first year of the plandemic. The CARES act would have been unnecessary had the predominantly Dem govs, mayors and (((corporations))) not shut down businesses at the mere recommendation of the CDC. Americans needed a bandaid, the CARES act provided incentives to reduce the bleeding and a small lifeline to those impacted. I remember Trump trying to get larger payments for the taxpayers but the House and Senate would not go higher.
