Have you noticed how much the police love to shoot dogs? They do it, not for their protection, but to exert their power over people. It's one of the few remaining ways they can show their dominance without paying a price for it. Similarly, it is not at all surprising that the communists, and after them the liberal fascists, have decided to try to enforce the killing of pets. It is a way to express dominance and control. It has nothing at all to do with health issues. It's a way of saying: "We can kill your pets any time we choose, because we own you."
