If you work for a private company and use company assets in the development, the patent belongs to the company. Why don't these patents belong to the American people?
One of the strangest things about Fauci, is that unlike nearly everyone else around him he doesn't seem to be motivated by money. If you go through his financial disclosures he is paid crazy good for a government employee (as is his wife), but their assets ($10-20 million) are well in line with their income (considering they've been there for like 40 years). He could be getting tons more than that given his position. He's certainly not poor, but he doesn't seem to be profiting off this situation. The only real windfall was the $1 million from Israel which it doesn't appear that he sought out.
When you compare him to corrupt politicians like Pelosi or Biden, corrupt military officers who use the revolving door as defense contractors, or corrupt regulators that became execs for the companies they were regulating; it's obvious he didn't go the way of most income. I'm not sure if he's motivated by fame, power, or something else. He's certainly one of the most evil people to ever live given this terrible poison has now allegedly been given to several billion people.
Less Talkie, more action!
