The lockdowns and FUD created widespread fear. It doesn't matter that they didn't do anything, or that they even caused long-term harm - they did something tangible and now that's a tool they think will work every time from this point on.
And it will, because there are enough weak-minded people in this world that are afraid of invisible bugaboos and gotchas.
