The only country I know of that asked if lock downs were legal before ordering them was Japan. Their experts said the government did not have the legal authority to order businesses to close and they abided by that judgment.

Public venue businesses were asked to close and given compensation to do so. None of the ones that stayed open suffered penalties.

As far as I know every other country that did lock downs ordered them without checking their authority and let the businesses complain and file suits while they were bleeding money.
