Think of it this way: if you had flu and the way you measure whether you have it is to take your temperature. I develop a drug that lowers your body temperature and then have the media say that my drug has an efficacy of 95% against the flu. Of course, it does no such thing. The people who took it still have the flu, they just no longer have a fever.
