That's a bit over the top for a coverup, it's not going to go unnoticed why not just dive and let the hierarchy deny any involvement? I mean after that it's no longer a freak accident, it's outright mass murder
So maybe this happened in the middle of some sort of joint exercise, involving communication jamming...
They hiding some serious shit to off everyone.
