The ferry should be more careful. This would have never happened if the ferry had just be on the lookout for a stealthy submerged vessel that is intentionally trying to evade detection. Clearly this was the ferry crew's fault and was why several of them had to be executed extra-judicially after the fact.
So what's the bottom line with this??
US government killed a whole bunch of people on accident and then purposely killed a few more to cover it up. Other countries assisted and made it illegal to question the official narrative.

That's a bit over the top for a coverup, it's not going to go unnoticed why not just dive and let the hierarchy deny any involvement? I mean after that it's no longer a freak accident, it's outright mass murder
So maybe this happened in the middle of some sort of joint exercise, involving communication jamming...
