Cortana hasn't been removed from the OS so it means it still operates, if only on the background.
And I could be mistaken but from what I read, home users are still forced to upgrade on demand, that change only affects Enterprise users

To be fair I didn't like any of that crap either, to put it mildly.
Whatever stick got lodged up there in management's ass is slowing being pulled out painfully over the last year and ongoing over the next few years.
