The legislation merely establishes the fund but does not allocate any money to it - setting up the framework for any future contributions, whether they be through the city or privately donated.

This was the creation of the money instrument that will be used for money laundering instead of reparations. They needed a legal framework in which to deposit money and disperse it with auditable mechanisms and the illusion of transparency. This is how the left funds all their illegal activities in the open.

Yeah, that is basically what I was thinking when reading it. It's a scam all the way down. Just far worse than BLM and directly stealing from us rather than the fucking morons that "donated" to them.
