It isn't, but that's not the part that's going to prevent you from starting the car - the system has to be told what those limits are somehow.
If all of the speed limits are suddenly zero, or if the central computer that provides the handshake that allows the ECM to start the car says no, it doesn't matter where you tell the car it is. It won't run. The only way I could see around this is if it requires some sort of cellular connectivity, you could potentially break that and hope it goes into an emergency mode of some sort.

Yeah, I'd bet on the system causing a fire and locking the doors on you so you burn to death if you tried to tamper with it.
They can just say "Well they tried to tamper with it, it's not our fault they caused a fire and died."
